Our Vision

 DCDC's Mission is to actively engage current and potential businesses and to market DeWitt County in order to attract commerce and encourage job growth.  DCDC promotes ideas for local business expansion and workforce development, and provides direction for new and existing businesses or commerce seeking recources to enhance business operations.

DCDC's Vision is to serve as a valued source of information relating to projects, processes, and resources that foster economic growth in commerce and workforce development in DeWitt County.

DeWitt County Regional Planning Commission

 Joe Witte is a Lead Software Engineer with over 25 years experience at a large insurance company.  In 2009, Joe and his wife, Angela, moved to DeWitt County to raise their family in a rural setting.   He was appointed to the DeWitt County Regional Planning Commission in 2021 and currently serves

 Joe Witte is a Lead Software Engineer with over 25 years experience at a large insurance company.  In 2009, Joe and his wife, Angela, moved to DeWitt County to raise their family in a rural setting.   He was appointed to the DeWitt County Regional Planning Commission in 2021 and currently serves as Chairman.  In 2022, he was elected to the DeWitt County Board and became Chairman in December of 2024.  He is one of two county board members appointed to serve on the DeWitt County Development Council.

 Paul Skowron is a professional with a strong educational background, having studied Accounting at Illinois State University for his Bachelor of Science degree and later pursuing a Master of Business Administration (M.B.A.) at the University of Illinois Chicago. Paul serves as the CEO at Dr. John Warner Hospital, where he has contributed to the strategic direction and overall management of the institution.

Clinton Area Chamber 

of Commerce & Tourism Bureau

Marian has been with the Clinton Area Chamber of Commerce since January 2000, retiring as Executive Director in December of 2022.  She was part of the DCDC Steering Committee back in 2006 when the organization was formed and continues to represent the Clinton Chamber on the DCDC Board even

 With years of experience helping small businesses meet lending needs, Lance, a local commercial loan officer, joined DCDC to help expand the economic success in DeWitt County. He volunteers as the treasurer for DCDC.

Dexter Peterson

 Dexter Peterson began his career at Peterson Insurance in 2007 after receiving a degree in Business Management with a specialty in Entrepreneurship from Elmhurst University in Elmhurst, Illinois. Dexter sells and services all lines of insurance as a third generation agent at his family's agency, where they continue to grow and expand into surrounding areas. As a lifelong resident of DeWitt County, Dexter has enjoyed volunteering his time with multiple local organizations, particularly DCDC. 

Scott Baum

Baum Chevrolet Buick & Baum Motor Company 

Scott Baum is a third generation auto dealer and President at Baum Chevrolet Buick Co. and Baum Chrysler Jeep in Clinton, Ill., plus Baum Motor Co., in Farmer City, Ill.

Growing up in Clinton, Scott started in the business working for his father and grandfather while in middle and high school. In 1982, Scott graduated from Northwood University in Midland, Mich., where he majored in Automotive Marketing.

Returning to Baum Chevrolet Buick post-college, Scott worked in the new and used sales departments. He later directed the fixed operation departments - including service and collision. In 1992, Scott became Dealer Operator, and in 2007 took the reins from his father as organization President. A year later, Scott was Illinois' nominee for Time Dealer of the Year, a top-tier award based on customer service and excellence in the auto industry. The Baum Chevrolet Buick team continues to earn GM honors for sales market effectiveness and customer satisfaction year over year. In June of 2023, Scott purchased Wilson Chrysler Jeep in Downtown Clinton.

Scott currently serves on the boards of DeWitt Savings Bank, DeWitt County Development Council, and Kenney Christian Church. He is a past member of the Corn Belt Energy and Clinton Chamber of Commerce leadership boards.

Nan was born in Clinton, DeWitt County, IL, raised on a grain and livestock farm and is familiar with the Central Illinois communities surrounding Clinton.

Community service has always been a part of her involvement in Clinton and DeWitt County. Her professionalism, integrity and ethical responsibility are a part of her charismatic personality and continue to be a part of her continued commitment to the community she lives in and the real estate business.

As a realtor with RE/MAX Choice, The 217 Home Team, Clinton, IL, Nan specializes in residential, commercial and building lots and represents both sellers and buyers.

Community service has included being an elected commissioner of the Clinton City Council for two terms, two term member of the Clinton Y Board, a past member of the DeWitt County Chamber of Commerce Barn Quit and Tourism Committee, a member of the DeWitt County Development Council and former board member of Arbor Walk HOA in Gilbert, AZ.

Affiliations have included a member MIRA, former PR/Realtor Committee BNAR, former Professional Standards Committee BNAR, former Grievance Committee BNAR, Member NAR, Member IAR; graduate of GRI.

Nan is energetic, knowledgeable and a caring real estate agent who knows the area, including local government, education, tourism and business. Crang's professional and ethical standards including customer confidentiality, compassion, detailed listing and selling procedure is the platform of her real estate business.

Constellation is the nation’s largest producer of carbon-free energy and provides sustainable solutions to homes, businesses, and public-sector customer across the continental United States. He lives in Springfield, IL with his wife, Erin, and two daughters.

Curt Homann, Executive Director

Curt works with you and your business as an ally to help you navigate the challenges of opening, operating, or expanding your business. He is in your corner to assist in any way possible. His experience navigating local, state, and federal business assistance programs could make a significant positive difference for your business. Curt also serves as the point-of-contact for all of DCDC's in-house support programs. Curt works for you at no cost to you. DCDC is supported by local government organizations and community-minded businesses.


Curt is a lifelong resident of DeWitt County and was named Executive Director in 2021. He has served many years on the DCDC Board and was involved with its original formation. Curt is a graduate of the University of Illinois at Urbana Champaign with a degree in Finance. He obtained his MBA with an emphasis in Human Resources and Applied Finance from the University of Illinois-Springfield. Curt owned and operated a business in DeWitt County for more than two decades and brings real-world business experience. He has worked in the capacities of Financial Management, Lending Management, and other Executive Roles. Curt is also an appointed member to the State of Illinois Central Illinois Economic Development Authority and works closely with State and Federal Economic Development authorities, as well as local and state elected officials.
